The ILO promotes the reconstruction of disaster-affected societies as part of pursuing its founding mission to advance opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity.

In disaster scenarios and in fragile contexts the ILO contributes to achieve peace, security and resilience through decent work, enhancing preparedness and mitigating potential impacts in risk-prone countries. In such settings, the ILO – in partnership with other UN and multilateral agencies – engages in disaster recovery and risk reduction efforts focusing on employment creation, income generation, the protection of vulnerable livelihoods and the promotion of sustainable local development.

Through its membership in key networks such as  the International Strategy for Disaster Risk Reduction (UN  ISDR)  and the International Recovery Platform (IRP), its engagement in joint interagency initiatives such as the Post-Disaster Need Assessment process (PDNA), and its active participation in global discussions on the post-Millennium Development Goals agenda, the ILO aims to influence the international humanitarian, development and security agendas in order to address the specific employment-related challenges of disaster, conflict and fragility situations to ultimately make possible the transition from emergency response to sustainable development and  decent work for all.
